Ordinance 38 in Ledyard

Question MarksOne of the more frustrating occurrences during winter storms is having cars parked on a street in your neighborhood. This creates a dangerous situation for drivers as well as  those who perform snow plowing for the Town.  Ordinance #38 prohibits that practice.  The guts of the Ordinance states “No motor vehicle shall be permitted to remain parked on any road within the Town between the hours of 1:00AM through 6:00AM during the period of December 1 through March 31st of each winter.” This is in addition to any Parking Ban that may be issued.

The Town Council is in the process of reviewing all Town Ordinances.  While I agree with Ordinance #38 in principle, what is missing is how the ordinance should be enforced. If I have a problem in my neighborhood, do I call the Mayor, Public Works or Ledyard Police?  Ordinance #38 indicates the Mayor directs any towing or removal effort so until the Town Council reviews and clarifies this Ordinance, my best advice would be to call the Mayor’s office.

statsLedyard Real Estate Quick Stats are published each weekend and offer a simple look at Ledyard Real Estate.  The number of Ledyard residential homes offered for sale remains  low but quite similar to a year ago  We’ve had our share of frigid and snowy weather which also tends to deter home sellers and buyers.  As far as pricing, there is not enough data yet in 2018 to make any determination of trends although pending sales reflect a lower segment of the market selling. 

2017 saw over a 10% increase in pricing from the previous year which is a trend in the right direction.

Members of the public are welcome to attend all meetings except those held in executive session. Resident and Property Owners are invited to comment  at the start of most regular meetings but are limited to 3 minutes at the Town Council meeting.

It is a quiet meeting week. The Ledyard Town Council will not be meeting this week and  the Finance Committee of the Council will be meeting next week.  Meetings held this week include the Library Commission  and the Social Services Board.

Ledyard 2017 Real Estate Quick Review

new balloonLedyard and the rest of New London County have experienced a 10 year buyers market. Things may be about to change as inventory in Ledyard throughout 2017 maintained record lows and interest rates remained favorable.  Home values in Ledyard increased 10% over 2016 while New London County saw a 5.39% increase. Continuing the trend of 2016, the number of home sales reached 242, a level not seen since 2005. While I am not ready to call it a seller’s market just yet, things look promising for 2018.

In other data:

  • There were 14 condominium sales with a median sales price of $84,000.
  • Two home sales topped $500,000 while 4 others reached the $400,000 mark.
  • Only 3 building lots were reported as sold in Ledyard with a median sale price of $30,000.
  • More homes closed in July (30) than any other month.  The fewest homes closed in November (11).

Today’s Market News

As of today, there are 72 active residential listings on the market with a median list price of $234,450. There are 21 pending listings with a median price of $213,900 and 10 closed sales with a median sale price of $252,500.

Long Island Replica in Ledyard

This home is not one the biggest or most expensive listings I ever had in Ledyard, but is one of my favorites.  I loved this house and the wonderful sellers who owned it. This custom home built in 1999 is a replica of a circa 1810 picturesque home in Long Island, NY where the sellers lived prior to moving to Connecticut.  It offered superior workmanship with attention to the original detail.  It is located on a mostly hidden 9.5 acres in Ledyard.

The Ledyard Town Council does not meet this week but the Finance Committee of the Council will hold their regular meeting on the 17th at 5PM.  There will also be another joint meeting of the Town Council and BOE Finance Committees on January 18th.  Other meetings held this week include Pension Board and Zoning Board of Appeals.

Ledyard Town Council Meeting Report

LEDYARDNEWSAt the Ledyard Town Council meeting of January 10th, the Town Council authorized the Mayor to engage in a one-year Marketing Agreement to sell the Ledyard Center School, authorized the Mayor to sign a house lease for Town owned property at 332 Colonel Ledyard Highway acquired through foreclosure and delayed the implementation of Ordinance #146, which would have terminated trash pick up from certain mobile home parks.

The Council also reappointed Board and Commission members whose terms were due to expire and continued discussion on their major project to amend and update the over 130 Ledyard  Town Ordinances (laws).

The Mayor’s Report included that Ledyard has now expended 65% of its winter operations budget.  Also, the Tanko LED street light conversion is waiting construction approval from Eversource which is expected in the next month. Once approved, the project will take 4-6 weeks. Southeastern Connecticut Regional Resource Recovery Authority (SCRRRA)  Fees for Fiscal Year 2018-2019 will remain the same at $58 a ton.

Donations may be dropped off at the Food Pantry (located in the church parking lot across from Valentino's) between 9-11 on Tuesdays, Thursday and Saturdays. Or Thursday from 4-6PM.
